Probably the religious colonies succeeded because they were an extension of the feudal state. In the feudal state, the church is an extension of the government, and unifies the people. If you look at the character of 'the Beadle' in Charles Dickins story Oliver Twist, the Beadle cares for the orphans, placing Oliver into the orphanage. The Beadle collects the rents on church properties, is the custodian, and manager of the church properties.

Also the religious colonists showed up with their wives and families, they were there to stay. The business colonies were the hedge funds of the colonists world, with a grab and dash mentality.

If you try to create a colony with a bunch of single dudes, you probably won't succeed. They're mobile, they'll flee at the first setback. You want people who set down roots.
